I was making a joke. "Ho" on the streets here is an ethnic slur for a prostitute (whore).

Just wanted to make a few extra dollars to buy presents for his kids, but a few grinch's just had to get in the way.

He was trying to make some money for himself? There IS a law here against individuals soliciting money from mall customers without the mall's authorization. There's no ban here against Santa saying 'ho ho ho', as long as Santa's not panhandling.
