Exactly!! Subdue and Restrain is what ~professional~ officers are trained to do in cases like this. If what I'm reading is true, this is definitely a case of wrongful death.

Was this just a paranoid delusion talking, or had he done something that caused him to want santuary in the church? If he hadn't been shot to death, maybe the cops could've discovered why he was so afraid to be captured and killed.

Frankly, a police chief investigating his own department is ridiculous. The State's Attorney should be investigating the entire force, from top to bottom.
