God did give Lucifer supernatural power when he created him. When Lucifer and a third of the angels rebelled and were cast out of heaven, God allowed them to retain their powers. So, yes, Lucifer is FROM God. But he is not doing God's bidding at this point. Quite the opposite.

Why? Surely God knew beforehand that they'd misuse them. Why didn't God revoke those supernatural powers to punish their rebellion? He had that power, didn't he? From Bible accounts, God didn't seem to have any problem punishing his human enemies. By God allowing retention of their supernatural powers, he basically gave them his permission to use them. And that, to me, means God is ultimately responsible for what Lucifer and his minions do.
