I was thinking that this Tubal is the one who is said to be the first Free Mason.

This is several generations later. That Tubal'cain' was from Cain's bloodline (the, ehem, ~bad~ line). Cain's line was allegedly wiped out in the Flood. However, it's been suggested that Noah's sons married women from Cain's line. This would have 'contaminated' the 'good' Seth line (Noah's) -- and is an explanation for the continuance of evil's existance post-Flood (again, blaming evil on women).

According to the Jewish Encyclopedia, names can either be for specific individuals or whole clans. Many names had similar roots - like 'Jabal', 'Jubal' and 'Tubal' are derived from the same root meaning 'to lead', 'bring forth', 'to be fruitful'. And it was common practice to name male sons after their ancestors. Even we gentiles still do this i.e. my youngest son was named after his father and grandfather.

In Noah's geneology here, the 'Tubal' ~clan~ (Assyrian = 'Tabal') is always mentioned in connection with the Meshech clan - especially in Ezekiel, who refers to both clans frequently in his description and prophecy against Tyre (the principal city of Phenicia). Tubal is actually the name of a people called 'Tibareni', who lived southeast of the Black Sea.
