Is this a farce or what?

Now our politicians will have another gab-fest yak-yak-yaking about this or that spin on the way GeeDubya commuted Scooter Libby's sentence claiming that it was too severe.

Why didn't he just pardon him?

It may have had something to do with the fact that once a person has been found guilty they can no longer claim the Fifth Amendment in any congressional investigation. You cannot be incriminated of a crime for which you have received a presidential pardon. So, the only crime you can commit in front of any investigation regarding the crime for which you have been pardoned would be perjury. The only thing Libby would not be able to do would be to lie in a further investigation. The truth could come out in a pardon.
