Raising taxes on the rich sounds good on paper, but those higher taxes on the rich ALWAYS have a way of trickling down to the middle class and the poor! Always.
A decent way to tax the rich in a meaningful way (read: a way in which the high taxes STAY with the rich) is to impose a sliding-scale FLAT tax (based on income) and start GUTTING the loopholes.
An even BETTER way is to eliminate the income tax - and replace it with a national sales tax. A tax on SPENDING - as opposed to income - will result in the people who SPEND THE MOST paying the most in taxes.
The current tax system is a MESS, though. If you want to solve health care problems in America, we need to FIX the tax system before we start raising taxes.
Oh, and we also need to do something to curtail the massive litigation going on in America - esp in the area of health care.
Reform the tax system and reform our tort system - and THEN we can talk about health care reform.

The story is found in Luke 10:29-37.
.
Those who passed the wounded man were a priest (vs 31) and Levite (vs 33). Levites were also members of the priesthood. They functioned as gate-keepers, musicians and assistants to priests (and held other functions at different points in Israel's history).

The Samaritans were considered ritually impure; they were outcasts.

The priests would have probably justified their passing by because touching the wounded man would have made them ritually impure.

Ironically, today sometimes people who stop to help have gotten sued, which has led to the passage of Good Samaritan laws to protect these good souls from law suits.

I would stop--and have, many times--to help someone in distress. I couldn't live with myself if I did not.
