My Uncle served in the Pacific in WW2. I have a few of the letters he sent to my mother (before she married my father). One of his letters has pieces cut out of it. Another (which couldn't be cut up because it was one of those fold and mail types) has blocks of black ink over some of the words.

Both my parents have said no one thought anything was wrong with it at the time. "Loose lips sink ships" was the motto of the day.
