I don't think so. God granted Israel a monarchy against His wishes. God's preferred method of government was Rule of Law (mosaic code) and leadership by anointed prophets and judges.

Lest you may have doubts, I am NOT advocating leadership by religious leaders in the USA. Rule of Law, though...definitely. The Constitution.
