How could any voting block acquire a 'Right To Rule' over the rest of us?

Easy. Make sure the president will appoint justices to the Supreme Court that are favorable to its position. That is EXACTLY what presidents try to do. We need strongly secular presidents in the Oval Office to appoint justices that will rule over us.
